Pre Engineering Major Thoroughfares

Landtech, Inc. participated as the Prime Engineer and as a subconsultant for Negotiated Work Order Contracts for Pre Engineering Services for Major Thoroughfare Improvements for the City of Houston. Under these contracts, we were authorized to develop and prioritize infrastructure projects to be recommended for the Five-Year Capital Improvement Plan (CIP). Work Orders to date have consisted of: Holly Hall Street, Weslayan Street, West 34th Street, and Long Point Road.

For these Work Orders we provide Planning Services 1 – problem definition, Planning Services 2- developing and prioritizing alternatives, and candidate projects development, and Planning Services 3 – Review Committee Meetings and final report preparation. We considered alternative solutions including full reconstruction of streets; selective point repair; overlay existing asphalt streets; sheet flow; storm water conveyance (storm sewer & open ditch); storm water detention and outfall size adequacy. Considerations included: right of way need/acquisition; pavement condition rating (provided by the City) and traffic level of service; bridge condition; pedestrian/bike improvements; public and private utilities, railroad crossings; and coordination with other agencies and permits.

Landtech obtained, reviewed, and evaluated all available data for the study areas. We performed field reconnaissance to photograph and adequately document existing conditions and special concerns. We then defined the need(s)/problem(s), developed and analyzed the alternative solutions. We developed preliminary drainage system models to identify the proposed system sizes for the alternative solutions and to estimate detention volumes required to mitigate any adverse impact to the receiving systems. We prioritized the alternative solutions, recommended the best solutions and presented the pre engineering findings to the City.

We developed candidate project(s) with defined and detailed scopes, cost estimates, and benefits which included: description of scope, Form 410 (Engineer’s Estimate), estimate of right of way acquisition, cost benefit/ration, schedule of work/time, and additional reports needed. We submitted the Engineering Report and presented the findings to the City. The Engineering Report was signed and sealed and included prioritized alternative solutions and defined projects, and final models with shape files and worksheets used.
